The purpose of this Fund shall be to establish, maintain, and support a professional fireworks display in the City of Westminster, Maryland on or about the Fourth of July each year as part of an all-day event at the Carroll County Farm Museum, benefiting all of Carroll County, and celebrating the Declaration of our Independence as a Nation.
