United Hands of Carroll County


The purpose of United Hands of Carroll County is to improve the quality of life for the foreign-born population of Carroll County.

United Hands will address the economic and social issues faced daily and assist in the delivery of services to the non-English-speaking community.

United Hands of Carroll County provides information and referrals on education, housing, transportation, and tenant support, while it also promotes health education and access to health-care services.

The United Hands of Carroll County, Inc. Fund was established within the Community Foundation of Carroll County in March 2004 by founders Jenni Sharkey, Elena Hartley, and Ruby Costea.

Jenni Sharkey and Elena Hartley were both born in Lima, Peru and became naturalized citizens of the United States in the mid 1990’s.  Ruby Costea, also a naturalized United States citizen, was born in Taiwan, and has been living in Carroll County for the last five years.  Collectively, they have seen an increase in the non-English-speaking community in our area over the last decade, and, as the numbers have increased, so have the needs.
